Just looked up this situation and found this:
"Steam Gifts could not be traded for a long time, only copies from before that time that are still around can be traded.
You bought a multipack that gives free extra copies to gift to friends, the only Steam gift inventory version that still exist.
You can gift it and thats it, no trading."
