If it's banned in your country how do you know it won't be region locked when you try to activate? You might have a better chance using VPN, making an account with Rockstar or Epic and buying it there.

Since you blocked comments on barter I had to post here. Your overview said you use grey market prices to evaluate offers. On grey market Yakuza Kiwami 2 is currently worth around $17. Then you say it goes on sale for around $5-6 so that's the value you're using even though it's not currently on sale for that price.
So you're not actually using grey market prices. You're using historical steam sale prices. You should really post that in your overview instead to avoid confusion.
