PermalinkIn order to actually get it, on checkout, fanatical prompts you to link your steam account as a requirement to apply is to have an account that has spent at least 5$ before, which I have, then when clicking to obtain it (vpn on at all times) it says "Info - Promotion removed, not available for your region" which means they're checking my steam region.

I can't apply to the Scourgebringer giveaway on Fanatical due to my region, I want that one from someone who already has a copy of scourgebringer or doesn't want it, I'll give you some cards for your trouble.
EDIT: VPN doesn't work for me, as fanatical checks for the steam account region which is based on where my last purchase was made, so there's no way around it.
