It is on description, yeah, but the game acts ROW copy, you can activate it and Valve won't take it back, tested it on many previous games (like Batman or Company of Heroes 2 for example). Already traded Thief itself, no one complained, so it's the problem only if you are paranoid, and I can understand that.
I apologize if you didn't want me to intrude here, but i'll take this opportunity to ask one thing about these ru/cis tagged games that happen to activate just fine in other countries, like Thief and Arkham Origins; what about the DLC? Isn't there a risk that they restrict DLC in a way that only DLC also bought in ru/cis will activate in a ru/cis tagged copy? Something like Dishonored's DLC

Dishonored is restricted, region locked - so does it's DLCs. For example, if we take Borderlands 2, it's region locked, but the DLCs are not (I traded a loot of them). If you check steamdb (the site about ID's of Steam games), you'll see that Thief has the same ID as usual ROW version. If you'll find some region locked game, you'll see that russian version has another ID.
It leads us to idea that these games aren't locked, so does it's DLCs if they will come up.
