The game will go as one copy (with 4pack title of course). When you or someone activate it, he will get 1 copy on his account and 3 will go to his inventory, just as he bought the 4pack by himself.

Yes, but there is no differences with ROW version, it can be activated and played from everywhere, I checked it.
