Yeah it kinda suck the CAD value dropped before the Summer sale and a lot of game are locked because of this.
It's not region locked it's price locked, we're slightly not eligible because my initial price on Steam differ too much from yours.
If the CAD had a bit more value or the USD dropped a bit we'd be eligible.

Region locked in Korea, but there are no restrictions on running or registration in SteamDB. Some Koreans I know bought DAO Ultimate in this way(NA Gift), and it is a known method in the Korean community.
