If I can give you some advice: the total to spend is 13€+ or more for buy keys or sacks. It cost 13€ on steam store or 9€ on G2A and other keys reseller shop.
That is because you are buying keys with wallet, in that case, it's not worth. The keys won't be tradable as well for 1 week if you buy from steam store/market.
These kind of deals are actually meant for guys who buy keys with paypal from key traders, 1 key costs maybe ~1.7-1.8 EUR. That's exactly the price on G2A, 5 keys => 5*1.8 EUR = 9 EUR. Btw, G2A is out of stock ;)
Anyways, if you are buying with wallet, i would recommend visiting official NT steam discussions and trying to get 33% coupon, then you should be able to get it cheaper. Otherwise if you are dealing with Paypal, there are many key traders on steamtraders and you will be able to get 5 keys for < 10 EUR in any case.
Oh, and if nothing works out, there is a steam wallet transfer possibility as well, means i put a cheap item on market for 11.5 EUR and you buy it from me, but this would be last resort, i always prefer using steam trade window, just so all sides can be safe.
