The Russian Steam version of Torchlight is region-locked for Russia. I'm sorry for the inconvenience. Regarding your other question: All supported languages will get patched in for everyone as they become available.

Yeah, I know. I need more clarification on that as well, though I read that if someone gifts you a region locked game from a country in which it isn't region locked then you're good to go as long as you create a GFWL account by selecting a supported country as well.
What I don't know is how exactly GFWL would work in this regard and if it would allow me to play online.
The issue isn't with GFWL. Dark Souls is steam region locked, meaning that steam will not let you run the game.

That's its database page. The onlyallowrunincountries line means that if your trying to play it from anything other than an ip listed from one of those countries, the game will not run
Isn't it because of GFWL? I read on the Steam forums that people are able to run DS flawlessly (even the ones that pre-ordered)from unsupported countries as it doesn't block or track one's IP. Instead it realies with the country you register being as.
It all really has to do with when the game was bought. People who bought dark souls from russians before a certain point got region free copies with no issues. A bit before the release though steam region locked it so everyone buying it after that point would receive a region locked game if bought from russian stores.
