Hello Tristetea. Unfortunately, a -REP Collective to him is the best way to alert steam traders that this person is a scammer. We are not random traders, we know this community for many years and believe us, we are doing this to prevent others from being victims also. I personally have never seen any kind of punishment for scammers like that.
