This user has been impersonating others on barter to scam them. Two users have reported that they changed their account to appear as other traders:

-Rep, after accepting offer on barter, ignoring friend request on steam for over half a month and abandoning offer. No reply on barter also.

I would not give negative rep to someone if they did not waste my time for this long.
