Go to NamiSwan's profile here on steamgifts, click the steam profile link and confirm it is actually the same guy you were talking to, and not just someone using his name

You should report a scam on steamrep, this will forever flag that account as a scammer for anyone checking. Steam or steamgifts can't do much, does the actual scammer have a steamgifts account? Enhanced steam will show you this btw, if you navigate to their page with it installed (you could report that, not sure how much good it will do though)
