I have Planetary Annihilation: TITANS, but does it make a difference if it's a claimed or unclaimed link?

Okay, bro. An unclaimed link is one still tied to your own HB account and you use the 'Gift to a friend' button on the HB page to someone where they can enter their e-mail to tie it to their own HB account.
A claimed gift link is one after you entered your e-mail and gets tied to the person who you sent it to. It's also just a direct gift link at that point.
You can add the game to your Steam account in either case, but you can't claim it to tie to your HB account. Some people make a difference of them because some people like to hold them on for trading or other purposes, so some people don't want claimed links.
Thank you for explaining, but I said I didn't get you because giftlinks are differents from download links (they are supposed to be unclaimed, I think).

I actually didn't know a download link could be accessed by anyone with the url, everyday you learn something new. ^^
I kind of overlooked that it has download in the title and can be called a download link. Mostly because nobody ever uses the term 'Download Link' anywhere that I've ever seen. I've only seen people bring up if it's a claimed or unclaimed link which is why I mentioned that.
