It's my mistake, I accidentally activated it (from HB gift link), so this code only allowed to active in countries of SEA region like as Singapore, Thailand, Indonesia,...
As I checked, your country is Russia Federation, so I think you cannot active the codes.

OK, but XCOM® 2 is locked to SEA region., only allowed to active in countries of SEA region like as Singapore, Thailand, Indonesia,...
