From my experience, yes. I looked up the restrictions though. Basically, Gift cards can be used on anything but other gift cards and cell phones that have a plan of service. Amazon Payments (which is basically Amazon's version of paypal) has more restrictions listed here http://www.amazon.com/gp/help/customer/display.html?ie=UTF8&nodeId=201133050 but you can also deposite amazon payments into a US bank account.
