Damn.... that retroactive region locking on gifts is beyond fucked up. My condolences, mate. :(

You are letting them go cheap, I'm sure they'll be picked up quickly.

EDIT: Actually if you don't find a customer, I might offer you something for the RU copies. I'm not willing to pay TF2 keys but I have a decent selection Steam keys of varying quality I can throw at it. Like Warlock Master of the Arcane, etc. Hit me up if this interests you at any point.
