No, if you go to the russian steam store, you'll see games that have a notice: Purchases made in Russia and CIS countries will only be playable in Russia and CIS countries. Those games have a RU tag, others are row. Far cry 3 doesn't have it, but if you want to buy it as a gift, unfortunately this option is disabled. Well not for all games, just for some.
