who buy max payne 3 in ru before today it's playable in any country and mp3 ROW but only mp1 and mp2 only russian lenguage.
not sure.. now if russian guy buy that games prefix will be (CIS) but not (RU)
since its a preorder item there is really no confirmation on if older ones will work or not yet but i think it was allways tagged "RU" for a reason.
also how are people to know when a game was purchased.
it says plainly all copies bought from russia are playable in russia only. whether it is CIS or RU it doesnt matter.
I think he is trying to say that if you got the game before this notice it will be tagged as RU. And if its tagged as RU it is playable anywhere. But if you've gotten the game after this notice it will be tagged as "CIS" and not be playable anywhere but Russia. Not sure if this is true btw.
perhaps you are right, but we will only know if your right once the game is released. But for now, no one other than russians should activate max payne 3 RU.

Max Payne 3 RU gifts, bought before 05-11, with SubID 14100 WILL WORK without limitations, activated or not.
Max Payne 3 RU gifts, bought after 05-11, with SubID 14623 will NOT WORK outside Russia.
This means: stop trading for MP3 RU (as you can not know for sure when it was bought), but If you had already traded it (preferably before 05-11) there won't be any problems, so don't panic and don't throw your good game away for "breadcrumbs". Keep it, as you will be able to activate it and play anytime, anywhere.
It is yet to be seen that Steam changes a SubID resctriction retroactively. Everything else is in the CDR database, see for yourself.

oh, yeah all copies of mp3 pre order should have mp1 & 2, except for the french version which doesn't have mp2.
Guys there is no CIS MP3 in russia only RU tag and CIS tag is from Ukraine (3 weeks ago in UA there was an ROW version MP3 now it is CIS also region locked as I know) so it is not the same ... and yes games with tag ru 99% are region locked Witcher 2 EE | Witcher EE | Darksiders 2 | Dead Island | Ridge racer | RIsen 2 | with max payne 3!!!
darksiders in not, dead island is not, risen 2 is not. there are only 4 games with region lock: Ridge racer, Max payne3, Confrontation and witcher 2. Other games can only contain russian language, but you can activate them everywhere.
NIKENIT is right, can confirm for example that Risen 2 (RU) just works perfectly fine anywhere...
Seriously guys don't get MP3 (RU). I traded for a copy of MP3 (RU) on 11th. The trader who bought the copy showed me that he had bought copies between 28th Apr and 10th May. Till now, I was debating whether to unpack the copy or not. Yesterday I finally decided to unpack thinking, since it was bought before 10th, most probably it wouldn't be locked. Currently I do not know whether MP3 is locked or not but I tried installing MP 1 & 2 and I keep on getting this 'This game was activated with a product code that is valid only in a specific geographic region. Since you are not currently in that region, Max Payne 2 is not available to play.'
So yeah Steam really screwed this over. Nowhere it is mentioned that MP 1 & 2 are region locked, yet it appears my games are are. One can only expect MP3 locked too when it releases. I have wrote to Steam support dunno when and what they will reply.
So bottomline, don't get RU copies even if you are sure it was bought before 10th
