It a key, not an account, so you don't have to worry about changing the name. It's for North America only, however (I have heard of people requesting Blizzard to change their region after activating the key, but your milage may vary)
Just a warning BlueRaja the guy who gave you negative rating was in the wrong but i would remove the -rep you gave him. People were getting suspended for giving revenge -rep for being just as bad. If a mod comes back on you could always get a suspension if thats there. Remove your -rep and report him in the top thread, hopefully a mod will be back on soon and then it would only be him getting the suspension.
