Not sure about the request for Xbox One Fallout 4, but you can't trade games that you have activated on your account, as in it's not possible. Trading your steam account is against the rules as well.

PermalinkNo, if you have it in your library it's considered activated already. You can only trade games you have as gifts in your inventory, or activation keys that you have not used yet.

Im looking to make a trade. I have loads of steam games I cannot play any more due to computer issues. Im willing to trade a majority of these titles if not all the titles for the Xbox One platform edition of Fallout 4. Not sure if this is a "Legal trade" so If its allowed then post with which games you are interested and we can work something out, if it is an illegal trade I am asking for then please comment below and let me know / have them close this trade thread please. I wish to abide by the set rules and regulations.
