The game is global but I don't think I'd add anything for that price and it's around 4% + $0.49 for fees ($4.13 total) heading to bed now but if you're still interested I'll respond tomorrow
I understand the currency exchange commission, but I don't understand the extra $0.49 fee that you talk.
From my PayPal control panel I can convert previously some euros to $3.5 (after reviewing the Ebay FAQ I now know that in this step is when Ebay charges me the 3% of comission), and use the converted $3.5 to pay you as friend/family without fees.

No thank you, and PayPal charges a fee of 4% of the total (percentage varies based on country but typically 3-6 so I just say 4 normally) + base fee of $0.49 unless sending as friends and family which is no fees but limited to same country
Friends/family is not only for the same country, I have already sent and received money internationally with this payment method.
And the % commission for currency exchange (3% in Spain) as I have already explained, I pay it previously at the time of changing the currency.
So, to clear up the conversation because I think it's gotten a bit muddled.

So, Is this deal good for you or not?
I could only do Project Wingman for $3.50 if you want to add Dungeons 3 I could do $4 for both before any fees, and you can do friends and family across countries but then the fees are even higher than with goods and services instead of free like in the same country.
