I don't think you right, my theory is when you already activated a game even if it now region locked it won't be remove from your account.
Take for an example Far Cry 3, till today it has RU tag but region free and working for everyone. Same thing for Resident Evil/Biohazard and more games. I don't think there a reason it'll be removed from your account.
If the game has different subscription ID it can be modified. Steam may either remove all languages except russian or set running only with CIS IP in the future.

Yes, but in that case i don't think that AC4 will be ever modified that bad for the rest of the world. They can't really do anything to the game because it uses 3rd party DRM (Uplay).
Stop trying to scare people. Even if they did tag it afterwards, you can still play it on Uplay like all the others.

Everyone selling this game without RU+CIS tag but its not ROW ! when u activeted game u can see Assassin's Creed Black Flag Digital Deluxe Edition (RU+CIS) on ur Account Details. Its dont have any restriction now but if restriction come in the future then ur game is remove on ur account. Just i wanted to inform.
