You can sell TF2 keys on the Steam Community market, for Steam Wallet credit. (https://steamcommunity.com/market/listings/440/Mann%20Co.%20Supply%20Crate%20Key)
You list the price you want to sell it at, and when another Steam user buys it, you get credit in your Steam Wallet balance, and Valve takes a cut off the sale. For instance, I got close to 3 CAD $ (after Valve's cut) in Steam Wallet credit by selling one of my TF2 keys. You can use then use that Steam Wallet credit to help buy anything on Steam (games, DLC, or in-app purchases). The Steam Wallet balance never expires.
So yea, TF2 keys are sometimes used for trading, as you'll see on this site.
