why steam rep? report to steam that he is using your steamgifts profile as a bait and they will ban him for month or so from trading.

Well, I report him 5-10 times a day, along with few my friends (and every person that was scammed / tried to be scammed), since November. Steam really doesn't give a damn about those reports. SteamRep staff may be able to help (as you can see, but they require hard evidence.
