Yeah this guy obviously has a non hacked origin account when he recently had a rep his accounts were carded, which was later removed because he probably gave another account. Also I bet his dungeon siege account is steam guard disabled and he is waiting for someone to change the email.

It actually is more credible than profile rep. If you can a true negative rep than it'll stick. If it's random negative rep you can have it removed by admins fairly quickly.
