Yes, it acts as if the game is in your library as im sharing the licenses with your account
so all progress and achievements is tied to your account.

If you look on my steam account i have achievements for Cyberpunk 2077 even though i don't own the game this is from me using steam families with someone else.

As far as I have seen, you need to be in the same region to get a family share; otherwise, you cannot join.
