http://www.greenmangaming.com/s/ru/en/pc/games/simulation/cities-skylines-ru/ Number of people confirmed these keys are region-free ( http://redd.it/2zcers ). A guy bought 120 copies from me, another 13 bought 16 copies so my total count is 136 copies ( http://i.imgur.com/ULJPmjq.png ) and noone complained about regional restrictions so far. Everyone says they can activate these keys, install and launch the game.

I don't have any information on that unfortunately but it can be installed, launched and played anywhere in the world it seems. At least everyone who bought it from me says it works for them.
