Hi there, sorry for late reply. Idk if it will work or not. I have tried activating RU Steam, Origin, Uplay games with VPN on existing accounts and so far they have worked.
If it doesn't work on existing account, I've seen videos that said you need to make russian account with VPN on Battle.net and then turn off VPN and switch to normal country and it will work in any language you choose.
I would want somewhere in between 7-10 TF2 keys. If it's too much then its ok
