They have to be purchased and they are the most common item used among traders in lieu of currency. The easiest way to get them is from the Steam market but Valve adds a 15% fee there. You can also buy them from the in-game store but it's more expensive. A lot of people get theirs by buying them on 3rd-party trading sites from trusted sellers or from someone they are used to dealing with. They are roughly worth about $2 each and the market price is generally pretty stable but it can vary a little bit sometimes.

I don't play TF2 and I think there is more than one kind, but for the purposes of trading this is the only one you need to worry about: Mann Co. Supply Crate Key

Most traders also accept an item called a Tour of Duty Ticket as a smaller denomination (worth roughly $1, or half a TF2 key).

Many traders also accept the various types of Counter-Strike Global Offensive Case Keys as well as Dota 2 Treasure Keys (note that these are worth considerably more).

Note that due to recently policy changes on Valve's end, if any of the above are purchased directly from the Steam market you must wait a week before they can be traded.

Sorry, I didn't realize that you were asking because you were going to buy them or I would have warned you about the 1-week cooldown (also dislayed on the item page). I just thought that you were curious. Due to some recently policy changes on Valve's end of things, if any of the above items are purchased directly from the Steam market you must wait a week before they can be traded. So there's nothing that can be done right now. I can hold the game for you until then if you would like to make the trade though?? Let me know.

Note that the 1-week wait only applies if you buy directly from the market (or the TF2 in-game store as well). That's why people also buy/sell/trade keys on 3rd party sites.
