Well, this price is too good to be true, and if his bought by stolen CC, then Steam will not revoked instantly, maybe 1 or 2 days later, so you bought from him since 1 hour, doesn't mean you're 100% safe.
I would also advise caution. According to steamrep this guy has some sketchy history involving csgo trades with PayPal

But i think it's safe mate, already 13 +rep pages and 0 -rep on SG.. if this guy traded revoked gifts, a lot of buyers post complain on SG and Steam i think.
And he accept PayPal, so if i have a problem, i can make a litige
