I remember doing a trade like this, after 2 Weeks my copy was removed, maybe you are not a scammer but peoples beware, 16 keys smell fishy, the game has on steamdb a nocrosstradingandgifting=false tag, that means all countries cant gift or trading the game. he also bought the copy with a new account, that smell, that he maybe bought it and cancel the order (payed with stolen creditcard or what ever).
also he only has a few +rep and his account on this forum is also new!!

and end i had 5 gifts, sell 2 , still 3, man from Germane activated this and man from United Kingdom too activated it. all was successfully.
If you don't trade through the steam trade window in one transaction, steam won't be able to do anything if you get ripped off which is probably why this guy is claiming he can't trade them through the trade window. Straight up sketchy IMO.
