Nope been there tried that, unless it wasn't a gift payment (which is really unlikely) paypal will say that you're not in the position to charge back and even when providing proof they'll simply close the ticket and basically say that it's your own fault for not abiding by the TOS.
If you sent it as a gift they won't do anything about it. But if you sent it for goods/services, and can provide proof of being scammed, they should give you your money back.
I got a problem as well with this guy, I sent a payment for 30 TF2 keys and after the payment was sent he said that he didn't have the keys, but after 3-4 days (I can't remember exactly) he sent me a complete refund.
paypal? just file a claim you never got the good. they mainly deal in physical thing so no delivery conf no delivery in their book.
also if you both send files it will look worse for him. they will probably ban his paypal account.
also it is common for scamers to use other people rep here. you sure it what that guy? do they have the same game count or other things on profile the same badges/groups/ect?

I have dealt with a lot of paypal payments and i have always been honest. When i couldn't send money via paypal (i have this issue sometimes) i refund the persons money. When i try to add you it says Error adding friend, will add you later to discuss this !

I've never heard of steamrep having an option to check if someone blocked someone else.

talk to paypal on there number explain what happened and you will get your money back as long as you didn't send it as a gift you will get your money back. no need to panic contact them as soon as possible.

as many people have said here, try informing Paypal (if you haven't yet done so), you have nothing else to lose if they decline.

Giving someone with few reps and low worth Steam account over $100 in advance, for below market value offer was kinda asking for it.
Granted that you were in no position to ask him to go first yourself, but you should only be trading with reputable people with worthy accounts for any such kind of deal. If the offer is too good, then the chances of it being a scam is also higher. And unknown people (with few friends and low rep) are scammers' favorite target. As they hope the issue will die down quickly.
Also I want to ask if you paid through PayPal balance or paid with PayPal through credit/debit card? If you paid through card then you should ask your 'card issuer' for charge back.

btw, guys. if you want to buy stuff for that amount of money, think about a few things first:

the guy should have a significant amount of rep. i would say at least +100/0.

this is as important as the rep: how long is this guy registered here? if it's only 1 month, better look for someone else. i would suggest looking for someone with at least 3+ months here. i trust a guy with 20 rep / 1 year more than a guy with 100 rep / 1 month.

check his profile on steamrep.com. yes, steamrep is kind of shitty, but it doesn't hurt to do a quick check. a clean steamrep profile doesn't mean much. but if he is marked as scammer, you know for sure that you have to avoid him.

do you really have to buy that many keys all at once? why not split it up? buy for 40$ or less. see how it goes. it everything is fine, you can still buy the rest afterwards.

BUMP! Try to contact paypal, say u got scammed or something. Always do test runs for 10$ or so. And always check if people who gave rep are his friends on steam, that's a bad sign.
