He will most likely get banned for not shipping a physical product. Even if not, why risk the account?

Lol do you have no idea how Paypal works? They say they never recieved it, Paypal asks for proof of delivery, this HAS to be tracking info from a postal company, not screenshots of you giving them a gift on steam. You have no tracking info, refund is then forced. Buyer knows this and knows they will get beta from you free of charge. so have fun with that.
At best you will get a credit card chargeback which equals instant money loss and Paypal doing nothing about it.
