Well unless someone bought it at that price by mistake, and you can somehow transfer steam wallet without the 15% market fee (The literal only way to move wallet funds), you will get nothing but fraudulent offers.
Arma 3 is price adjusted, So nobody bought it during the sale where it was $35.99 for anything less than $35.99, Secondly, there's lots of people who can take advantage of you buy Gifting you the game which is or was bought with a stolen credit card (Resulting in it inevitably being revoked.)
Be careful who you deal with, it's extremely unlikely you'll get a legitimate deal at $35.99 or less
