Yeah.. It's really a shame T_T;; I've been scammed before you'd think I'd learn aha... I've already reported this to valve. They don't refund but I think I can at least get this person banned. Seems like I'm not the only person he/she has scammed. I hope he gets punished. I'll report on steam rep later, maybe. when I have time. Still kind of new to this steam trade thing.

Go to steamrep, make a report, and provide proof, then you will just have to wait and see what happens.
Also, on his steam profile http://steamcommunity.com/id/Katulka1995/ report him under report violation and post the entire chat you had with him. That's what I did.
