Because restricted keys I can get much cheaper..I want ROW.

I've already the Hitman collection which I haven't played yet, and I don't have a full Bethesda Pack :)
TBH I'm not exactly sure - the fallout keys are from the Bethesda Pack, so I would suppose NA?

I'm asking because if exchange conducted and I input NA key it won't work so it is ~fake key for the buyer.

If I understand correctly, you're saying that NA keys do not work for you? I think let's not risk it then! I'm new to trading and I honestly have no idea if the keys are NA or not, though I would suppose they are :(
Okay. Then I advise you to carefully check with whom are you trading with (as you have low experience and trade with keys you are likely to be scammed).
Check the profile (by clicking on square icon in steam talk) and compare the profile with the one the guy is providing you (check number of games and friends, not picture and name!)
