Not everyone who wants to trade a high value game for low value game is automatically a scammer. shantanuthakur1 gave you an example of a very low price in GMG for Asian countries. Some people are new to trading and make mistakes. If we burn them with accusations and -REPs they won't become part of SteamTrade even if they didn't scam anyone.

I didn't say it doesn't look suspicious. But he might have bought it with a voucher on GMG to sell it later and forgot/didn't have time/didn't know where to sell it? You can also ask him to share his screen and see if he had bought those 20 copies.
