All his items are giftable only. The only case steam gifts are not tradable is if they are bought from a new account or something.
My bet is that he bought his items on the other account and plans to chargeback on his games and then steam won't be able to ban his main account because the stuff was bought with another one. If you traded giftable with him then steamsupport can't get your items back.
