From what I've tested in HL2, it is uncensored. Was talking to a guy, with whom I was trading (he wanted to know if it's censored or uncensored, too), who told me what's apparently "normally" censored and it wasn't in my version. Not exactly sure about TF2 tho, as the DVD doesn't want to work in my drive and the download is pretty big.

At first HL2 wasn't censored, but now it is.
I didn't buy either in the Steam store tho. I bought them in a local store (supermarket) and my HL2 got blood and staying killed enemies (like the soldiers at the beginning). According to http://www.schnittberichte.com/schnittbericht.php?ID=4610#rd (and 2 above) killed soldiers disappear in the censored version, but they stay in mine and I can "shoot move" them, too.
