Uhm...I don't really follow your point. Why are you talking about keys (CS:GO keys presumably) as they are the only thing you can buy?
The humble jumbo bundle one-dollar tier is...One dollar. There's a LOT of games that you can buy on Steam for 1.13 dollars, and most of them have even cards. This offer may appeal to whoever would like to receive a steam gift for future trading in exchange of something he bought for less or traded elsewhere. Picture the case you bought the HiB for the BTA games and you have those "one-dollar tier" spare keys there. This way you might transform them for something (cheap) you'd like.
It's a relatively small profit, I get it. Still, it's definitely there.
