PermalinkAgainst the rules. Probably stolen. Valve can and will ban all accounts related to an account that is "sold", both on buyer's and seller's side.

PermalinkThe value of that account is more around $35...I don't know where you are getting $800 from. But you can't sell accounts, so it doesn't really matter.
