Keys are bought from the community market using your steam wallet or buying/trading from other traders, you don't have to own the game to trade/buy them. Though csgo keys have a 7 day lock on them when bought otherwise I can take 4 pubg weapon skin keys or 6 pubg early bird keys.

I think I got a better deal buying Hexels directly because it was was 50% off at the time. Also, when I computed the conversion to my currency for the CSGO keys and/or PUBG Weapon Skin/Early Bird Keys, found out it was more expensive than Hexel's on sale price. But again, thanks for the offer.
