for the negative mark i have : its a long story , but in the end , when i've put a negative mark on the guy who scammed me , he made the same to me and he said that im lying , i don't know how to remove it , but i sent his info to steam rep with the proof ( i still have it)
for the trade rules : once i recieve the money , i will send you a trade request then you get your items , then you put a positif mark on me , since i heard about that paypal money trades aren't safe :/
