it IS region locked. Before trying to resell games - check for FAQ in the net. Region locked games: MP3, Confrontation, Torchlight 2, Ridge Racer, Witcher 2.
Thx. I know how check if game from one region is same (or not same) with game from other region. And I always say to buyer if game is not same as in buyers region. And also I always do research to find if game is region locked.

In Russia Steam set up russian corrensy, rubles (in short rur or rub). It is for make adding funds more easier inside Russia. But there is no rubles in Paypal, so Steam remove Paypal as it can`t send same corrensy as in Steam Acc wallet. Also Paypal not allow to receive money to all CIS countryes, and Russia just at end of 2011-th year was allowed.
So, as Steam not allow adding funds from Paypal directly, there is over ways to take money from Paypal and spend it in Steam, but this ways cost not so cheap fees.
