There is not a way, STEAM first checks if you own the game, if you do it stops the process, if you dont own it, then only then, it starts the activation process and is in that moment where it would say if the key was used or not.
So, the message that says "the game is already active on this account" appears if you own a game, even if the key has been used before.
And even if it was the way you say it is(which it isnt), you could just activate the game a day later, or trade it again or whatever, not saying that you would, just saying is not worth the risk.
