You should not own the game in your Steam library.
You should be able to buy and sell stuff on Steam Community Market, if you do not meet this requirement the extra copies after the split will be non-tradable.
HOW THE 4-PACKS SPLITTING WORKS:

You activate the 4-pack and the game gets added to your library and you trade the extra copies of the game in your steam inventory to me for your collateral as 6 keys
Collateral can also be items/games if you don't have pure keys.
