his Steam profile has like 15 people giving him rep and he sent a somewhat legit looking picture of a website saying he won.
Steam profile rep is easy to fake, the comments might be from people with 1 or 2 games (his alt chars) or his friends. That's why we have steamtrades.com rep, it is harder to fake (but not impossible)
tell steam you sent it to the wrong person.
as for the trade that was dumb NEVER trade with bad trade status.
they would respond better if you said what i told you. they look at being scammed as your fault for being a moron but since it was a gift i really don't know what they will do.
Bad idea. You need to lie to steam or you never get back games... Too late now.
They will just say you knew what you're doing, the guy had bad trade status, bla bla bla.
If you told them you mischose the person you gifted to, they MIGHT revert the gifting...
They still can see it.

You should definitely go to steamrep, paste his profile link and copy the Steam ID 64 link.
It will be easier to find him later.
