this is a changeable id, i would in your case make haste to obtain the real steamid64 and then report his ass off on steamreps, oh and i hope you took screenies or a screencast while being scammed.

hmm not the whole chatwindow in it, not sure if that is bad.
to be extra sure make a screencast where you scroll the chatwindow and then open the profile from the chatwindow and then copy and paste the profile url in steamreps in order to determine the scammers steamid. Not sure how to obscure your steam name with that though
just read your chat, is there some part thats missing? it looks like it began in the middle of it. Also he is not only guilty of scamming but also impersonating :D so i think you need to submit some other screenies too. Details should be in the steamreps guides.

Sorry if you got scammed, but asking for free things as one was scammed is in itself a popular scam tactic. So its unlikely you will get much help here. (Thats what real friends are for then :-/ just a bummer if one has not many... I hope you have some :D)
Doesnt that chat say $20 yet in your OP you say $30 ? Also begging is a suspendable offence so i would change your title ;)
You need more screenshots, that chat only shows you calling him a scammer and doesnt show what he offered you.
