No, only one. But the price is about the same as Tropico 4 anyway.

And tropico IV has been on sale a couple of times also at 75% off...so good luck getting two copies (~$17.00 on sale for both copies) for tropico IV steam ($7.50 while on sale)...yeah...but here is a free bump. In fact one copy of magicka collection has more value than your tropico IV especially if its a full up to date version.
