I definitely payed 18$.He blackmailed me into paying him twice, I refused and things escalated from there.

Permalinkreport him on steamrep.com with screenshots of the chat, trade history, and paypal transaction to get him marked as a scammer. Then open a support ticket in steamgifts with all screenshots and links to get him banned here.
