It has a some sort of trick, you can check my inventory to see the 4-pack gift.

PermalinkOpen up a browser with your account logged in.
Open 2 tabs with the steam store up.
In one of the tabs(tab 1) add any random game that can be gifted to your cart.
Click purchase as gift in that tab(tab 1).
In the other tab(tab 2) add the 4 pack you want and remove the filler game.
Go back to the first tab(tab 1) and then click add to inventory and it will show a 4 pack to buy that will then go into your inventory.

I'm looking for somebody to open up this 4 pack and give me 3 copies back. The first copy will be sold at 4 keys. The rest of them will be sold at 5 keys each.
****You can't open up the 4-Pack if you already own Payday 2 in your game library, because the first copy will be bounded to your account after you activate the 4-Pack, then 3 copies will appear in your steam inventory.
I'm only trading with people who have high reputation/ high profile level/ public profile.
